Renowned grass root leader Md. Abdul Latif Biswas was born in the village of Meghulla under Belkuchi Upazila of Sirajganj district on 11 January 1953. He comes of a noble Muslim family. He is the second son of late Eman Ali Biswas and late Chumbuli Khatun. He did his BA. He was actively involved in student politics from his student life, with the inspiration of Great Leader Father of the Nation Bangabandhu Sheikh Mujibur Rahman.

From the very beginning of his life, Mr. Biswas was devoted to restore the rights of the people especially the farmers. He is engaged to improve the socio-economic condition of the people of the country and overall development of the rural area. For this reason, people of his own union Daulatpur of Sirajganj district elected him twice as Union Parishad Chairman. He successfully performed the responsibilities as union parishad chairperson for long ten years. He took many programmes to develop his Union. At that time, he also tried to protect the victims from the erosion of Jamuna River.

He was elected as Upazila Parishad Chairman in 1989. At the same time, he played active role in local politics as an activist of Bangladesh Awami League. He became the President of Upazila Awami League and member of the working committee of Sirajganj District. He played vital role to establish a secular democratic society and spirit of Liberation war. He was the General Secretary of Bangladesh Taat o khudra Shilpo Sramik League (Weaving and Cottage Industries Labour Union). He was elected as Member of Jatiya Sangsad (National Parliament) from the constituency of 66, Sirajganj-5 in 1996. He played a vital role in constructing two spars on the bank of river Jamuna to protect from river erosion. He also helped to develop infrastructures like roads, bridges and many institutions. He was the member of the Parliamentary Standing Committee of Cultural Affaires in seventh parliament.

Mr. Latif Biswas is again elected as MP from Sirajganj-5 constituency in 2008 and daughter of Bangabandhu, Sheikh Hasina has given the responsibility of important Ministry of Fisheries and Livestock for his dynamic leadership and sincere work. This ministry will facilitate the youths by creating huge scope of job, which will in turn help to make poverty and hunger free, happy and prosperous Bangladesh.

Mr. Abdul Latif Biswas is married and father of eight children.
